Howie was a fine NYSDOT employee at our Regional office (Henrietta), and was also a good, dedicated member of our Association of Transportation Engineers (NYSATE). He was our "Eng'r of the Yr" in 1998. He was always "upbeat"! My prayers & synmpathies are with the family.
